Department of Veterans Affairs

It's the U.S. Department of Veterans Affairs, not the Department of Veteran Affairs or the Veterans Administration.

(The Veterans Administration became the Department of Veterans Affairs in 1989.)

Second reference gets tricky, because everybody is used to saying "the VA," for the Veterans Administration. "VA" alone would make more sense. At the same time, people say "at OMB" or "at EPA" when really there should be a "the" there.
